越南政府正加快推进人工智能领域的制度建设。该实施计划旨在明确人工智能法律体系的具体落实时间表，并进一步界定政府机构和相关组织在执行法律过程中的职责分工。其中一项将对《人工智能法》中的若干条款提供具体执行措施和实施细则，另一项则将专门规范国家人工智能发展基金的设立与运行机制。

据越通社报道，越南政府正加快推进人工智能领域的制度建设。根据越南政府副总理阮志勇近日签署的第367号决定，越南科学技术部将在2026年至2027年期间设立国家人工智能发展基金，并同步推动《人工智能法》实施计划在全国范围内落地执行。该实施计划旨在明确人工智能法律体系的具体落实时间表，并进一步界定政府机构和相关组织在执行法律过程中的职责分工。越南政府强调，相关措施需要在全国范围内实现统一、高效推进，同时建立清晰的跨部门协同机制，加强中央部门、行业机构及地方政府之间的协调合作。此外，政府还希望通过政策宣传与培训，提高政府官员、企业界以及社会公众对人工智能法律实施重要性的认识。根据规划，越南将推动建设人工智能产业集群，采用实体空间集中布局与数字网络联通相结合的发展模式。这些人工智能集群将主要布局在高科技园区、数字技术产业园区以及创新中心等区域，同时鼓励各类组织和个人投资建设相关技术基础设施，为人工智能产业发展提供支撑。在法律宣传与政策推广方面，自2026年起，越南多个政府部门及国家媒体机构将参与相关法规的普及工作。参与单位包括科学技术部、越南之声广播电台、越南电视台、越通社以及司法部等。这些机构将通过信息传播、法律教育和专业培训等方式，推动社会各界深入了解人工智能相关法规。与此同时，越南各部委和地方政府还需对现行法律体系进行全面审查，重点评估相关法律条款之间的衔接情况，尤其是《数字技术产业法》的相关规定，以防止出现法律重叠或冲突，确保法律体系保持一致性。审查结果以及相关修订建议将统一提交科学技术部，由该部汇总后上报总理。根据实施计划，2026年越南科学技术部还将会同有关机构起草并向政府提交两项实施法令。其中一项将对《人工智能法》中的若干条款提供具体执行措施和实施细则，另一项则将专门规范国家人工智能发展基金的设立与运行机制。此外，越南政府还将发布多项配套制度，包括服务人工智能发展的数据集目录、高风险人工智能系统清单以及国家人工智能伦理框架，以进一步规范人工智能技术的应用与管理。在国家战略层面，越南科学技术部被赋予每三年更新一次国家人工智能发展战略的职责。各部委及地方政府也被要求在自身发展规划中纳入人工智能发展目标，并确保提供必要资源，以保障相关政策顺利实施。在人才培养方面，越南教育与培训部将牵头制定国家人工智能人才发展计划，并计划于2026年提交政府总理审批。该计划旨在加强人工智能领域的人才培养，为国家数字经济发展提供持续的人才支撑。与此同时，各行业主管部门还将制定人工智能相关技术标准、技术规范以及专业指南，并在各自管理领域内提出更为细致的安全要求、风险管理机制以及人工智能应用部署条件。在基础设施建设方面，越南科学技术部将负责建设并运营国家人工智能一站式电子门户以及人工智能系统国家数据库。越南公安部则将负责国家数据中心的基础设施建设，同时承担数据安全、数据保护以及数据源整合等关键任务。此外，科学技术部还将与司法部、政府办公厅及相关机构共同开展对《人工智能法》及其配套文件实施情况的检查与评估，确保相关法律制度在全国范围内得到有效落实。

2025年南宁市外贸规模重回“千亿赛道”，10年来首次实现贸易顺差；“南宁造”锂电池出口首破百亿元，高技术、高附加值产品出海速度明显加快……3月3日，南宁市外贸高质量发展情况通报新闻发布会透露，2025年，全市贸易方式更优，贸易“朋友圈”更大，贸易主体更强，贸易商品更新，外贸运行总体平稳。据海关统计，2025年南宁市外贸进出口额1044.4亿元，同比（下同）增长12.4%，规模高于上年度115.4亿元，增速高于全国8.6个百分点、高于全区4个百分点、高于预期目标1.7个百分点，实现四个“高于”。其中，出口额549亿元、增长19.3%，进口额495.4亿元、增长5.7%，稳中向好的基础更加巩固。“南宁制造”竞争力迈上新台阶发布会介绍，2025年，南宁市外贸从“卖得多”转向“卖得好”，一般贸易进出口额900.4亿元，增长10.9%，占全市外贸总额的86.2%，成为外贸增长的主力。特别是保税物流进出口额增长了2.9倍，占比比上年度提升3.3个百分点。在拓市场方面，南宁市外贸“朋友圈”覆盖全球218个国家和地区，呈现“两旺”局面。其中，南宁市与东盟国家进出口额320.7亿元，增长15.4%，东盟国家依旧是南宁市最大的贸易伙伴；对欧盟实现进出口额增长124.6%，达到103.7亿元；对RCEP其他成员国进出口额478.7亿元，增长9.5%。此外，南宁市对亚非新兴市场出口增长迅猛，新兴市场成为强劲的增长极，多元化布局成果显著。南宁市不断优化外贸服务，帮企业降成本、提效率。2025年全市有进出口实绩的企业1689家，比上年多210家。其中最活跃的是民营企业，进出口额615.9亿元，增长23.4%，占全市外贸总额的近六成；国有企业进出口额277.3亿元，增长4.6%。年进出口额超10亿元的企业有17家。值得一提的是，南宁市外贸实现了“规模跃升”与“结构优化”的双突破，在外贸总额强势重返“千亿赛道”的同时，高技术、高附加值产品出海速度明显加快。数据显示，南宁市机电产品出口额327亿元，增长近29%；锂离子电池出口额124.2亿元，增长44.9%，规模排广西第一；平板显示模组出口额增长了4.1倍，达到10.5亿元；高新技术产品出口额82.4亿元，增长23.4%，标志着“南宁制造”的全球竞争力迈上新台阶。“硬联通”确保东盟水果全年稳定供应南宁市大力提升“硬联通”水平，全市路网更密、水路更通、航空更强，一个立体化的综合交通网已经成形，让南宁市外贸的底气更足、支撑更扎实。公路方面，全市高速公路里程突破1500公里，“二环十五射”的路网格局加速成形，公路通达效率明显提升。南宁市与友谊关、爱店等7个区内边境公路口岸实现全程高速公路通达；稳定运行中越货运直通车，实现12小时“厂到厂”快速抵达。2025年，南宁市发往口岸的车流量与货运量分别增长14.77%和12.24%，公路跨境运输通道效率持续提升。铁路方面，班列扩容提质，中越跨境快速通关班列已实现常态化开行，“站到站”时间最快14小时，货物可实现“当日发车、当日抵达、当日清关”。2025年，中越班列累计发送出口货物3.7万标箱，增长86%，创历史新高，班列运输货物品名从262个增至455个，运输货物覆盖国内25个省份，辐射范围持续扩大。水路方面，平陆运河、南宁（牛湾）到贵港3000吨级航道等重大项目扎实推进，南宁港正在从一个内河港口向江海联运的国际枢纽转型。&nbsp;航空方面，至2025年，南宁吴圩国际机场累计运营17条国际货运航线，覆盖东盟及南亚共10个国家，构建起面向东盟的“4小时航空物流圈”。东盟水果“产地直采+航空快运+国内分销”模式，有效保障榴莲等东盟特色生鲜水果全年稳定供应。目前，南宁国际货运的保障能力已经达到每年15万吨。外贸“软”环境提升企业获得感南宁市积极推动制度型开放，优化促进外贸发展的“软”环境，不断增强外贸企业获得感。南宁片区的改革越走越深，专门制定了109条差异化改革举措，进一步释放自贸试验区制度优势。如:南宁市在全区率先引进人工智能大模型，企业开办可以通过“惠企惠民一站通”系统智能办理，线下业务咨询量降了七成以上，效率明显提升；“出口跨境电商货物海关监管与铁路安检平行作业”模式，入选了国家级最佳实践案例；17项成果获得自治区制度创新奖，其中6项获得复制推广奖励。此外，南宁片区推行进口食用“药食同源”商品通关新模式，简化通关流程，切实为外贸企业开展相关进口业务提供便利。搭建“中国—东盟跨境贸易金融互联互通平台”，构建“名录登记+三单核验+双轨支付”金融服务模式，为外贸企业提供涵盖名录登记、跨境结算、外汇收支等全流程高效便利化服务，跨境贸易结算时间从两天半压减至半天，企业资金周转率提升3倍。南宁片区制度创新指数已经连续六年排在广西自贸试验区第一，在同批全国自贸片区里也稳居前五。2025年，仅南宁片区的货物贸易进出口额就达到362.2亿元。在通关便利化方面，扎实推动“邕之翼”智慧航空物流平台建设，持续推行“5+2”预约通关、“附条件提离”等便利政策。南宁的沃柑、金橘可以坐飞机直达东盟，缅甸的生鲜农产品也第一次从南宁机场口岸入境。2025年，南宁航空口岸监管进口鲜活货物1.93万吨，增长4.4%，其中进口水果7700吨，增长42%。此外，南宁片区创新实施跨境贸易多区联动“智慧通”创新改革，监管核对和施验封时间压缩率超90%，多区转关货物整体通关时长从3—4天压缩至1天，企业实现“无感”通关，高效又省心。

“南宁造”锂电池出口破百亿 东盟水果实现全年稳定供应
